Elvis, my black and tan dachshund wore the sailor costume for a pet contest and won 2nd place. He weighs about 18 pounds and wore a size medium. It fit perfectly. I replaced the single piece of elastic that held the hat on, by using 3 six-inch pieces of black elastic. Two were sewn on each side in a "U" shape and then connected with the other piece of elastic. the "U" shapes went under his ears and the connecting piece, under his chin. The hat never came off or bothered him.
