Bought this for our 6 year old daughter. It is a bit large but easy enough to hem to fit. We bought a size up so it definitely is true to size.
The hat is ridiculously big.. even on an adult.
But it is a bit of a silly hat anyway.. we bought more for the dress.

Bottom Line Yes, I would recommend this to a friend
